Manual Wordpress install templates error

Hi guys, I'm trying to run a manual install of wordpress on a clients website, and I got it past the "Alright Sparky" confirmation screen and got into the back-end dashboard for Wordpress, but when I go to visit the front end of the site, I get this error.

"Fatal error: Call to undefined function locate_template() in /home/syliniccreative/public_html/wp-includes/template.php on line 29"

I checked that file, template.php, and this is what is on line 29-

$template = locate_template( $templates );

Any help would be appreciated!
