How to make an mobile app with mp4 file lighter?

Hi, I'm making a mobile app and I have a mp4 file that plays in the background when users are logging in.

However, the mp4 file takes up a lot of space making the app heavy and requiring wifi connection if a user was to download the app.

Is there a way to resolve this issue? any ideas or suggestions would be much appreciated.

Thanks!
