I get the proper output in my dev environment but the exercise says I am incorrect. Can anyone explain why?
<?php
echo 'Today is ';
//Place your code below this comment
echo date('F' ." ". 'd' .", ". 'Y');
?>

with the date function you don't need the extra quote marks to represent a space.
you can do it as:
<?php
echo 'Today is ';
//Place your code below this comment
echo date("F d, Y");
?>
for extra information I would suggest checking out the php.net manual on: http://php.net/manual/en/function.date.php
