Why create register_theme_menus to put register_nav_menus in? Why not just use register_nav_menus?

Why create register_theme_menus to put register_nav_menus in? Why not just use register_nav_menus and add it at init?

register_nav_menus(
        array (
            'primary-menu' => __('Primary Menu')
        )
    );
add_action('init', 'register_nav_menus');

instead of

function register_theme_menus() {
    register_nav_menus(
        array (
            'primary-menu' => __('Primary Menu')
        )
    );
}
add_action('init', 'register_theme_menus');

Why wrap a function around a function? Does it have to do something with namespace?
