I wondered where the parameter text is declared

The createLi function accepts a parameter text. The function is called when the form is submitted, passing in the value from the input field.

const input = form.querySelector('input');

...

// Accepts text parameter
function createLi(text) {
    ...
}

form.addEventListener('submit', e => {
    ...
    // Get value from input field
    const text = input.value;
    // Pass value into createLi()
    const li = createLi(text);
    ...
});
