When would you use "title" on a tag? Would it be for forms?

In the video the "title" is used on a "P" tag, I can't think of anywhere else but a form to use this title attribute.

You can use the "title" attribute anywhere, inside forms or not. One use of this attribute is that most browsers will display the "title" text in a pop-up box when you place the mouse over the element.
