The label should be outside of the select element:

<label for="color">Shirt Color:</label>
<select  id="color" name="shirt_color">
        <option value="red">Red</option>
        <option value="yellow">Yellow</option>
        <option value="purple">Purple</option>
        <option value="Blue">Blue</option>
        <option value="green">Green</option>
        <option value="orange">orange</option>

You'll want to place your label outside of your select element, right under the h1.
