Technopedias definition for UI is:
"User interface (UI) is a broad term for any system, either physical or software based, that allows a user to connect with a given technology. "
So for example this could be the buttons, icons, navigation menu etc that you interact with on the webpage.

But when we talk about your website we are talking about the UI for the visitors of your site. And they cannot see your dashboards user interface... ;-)

Creating pages, post and users has nothing to do with the User Interface itself.
Themes (and some plugins) however can change the whole look and the whole User Interface for the visitor of the site.
