var userName = id.toUpperCase() +"#"+ lastName.toUpperCase();

Treehouse Moderator 145,860 PointsThe number symbol (#) in this instance is nothing more than just a symbol the challenge wants you to incorporate into your concatenated string. It has no significance in the code in the way you may be thinking. The challenge could have asked for a % sign or even just a capital A.
So, like Abraham and SON have said, it does need to be added, but it is just part of the string.
