How to create a website menu (the top part which contains 'about' 'products' 'contact' etc) in a horizontal way? In HTML with the help of CSS.

You could do this with flexbox. Flexbox can be very versatile in setting up styles that you want to achieve and you can adjust how they display in your media queries.
