When I use the 'all' selector
@media all (max-width: 960px) {
The CSS decleration does not work ??
When I take the all out
@media (max-width: 960px) {
It works fine.....
Why is that?

17,896 PointsVenkataraman is right- you need an 'and' before your 'all'. The @media selector always needs an 'and':
@media all and (max-width: 960px) {}
@media screen and (min-width: 10px) {}
@media print and (max-width: 90000px) {}
