private Queue mSongQueue;

actually read

private Queue<Song> mSongQueue;

?????

What is the 'safest' way to declare this?

Yes, you are absolutely correct, and Craig Dennis actually fixes this later in the video, starting around 8:30. When it was implemented without the generic type specified, it threw an error:

./com/teamtreehouse/KaraokeMachine.java:121: error: incompatible types: Object cannot be converted to Song
        Song song = mSongQueue.poll();
                                   ^
