CSS Create Tooltips with CSS

TOOLTIP PROBLEM (css tooltip stays under other elements)

I need to use tooltips inside bootstrap accordion tabs. I tryed to increase z-index -did not help. I tryed to add overflow: visible to elements -did not help;
