Am i missing something! isn't supposed first to finish the theme development then afterwards i can put the image of the theme ? i'm a little bit confused

You can add the "screenshot.png" file at any point during your theme development.

You're theme will run without this file, it must be included if you are submitting your theme to the WordPress.org repository of themes or to any site that sells or distributes themes
