Should I use a

&
when setting up a nav bar?

Im pretty sure that the
is semantic markup, but it seems to work just fine w/o a
. Why use a
? How does the
help? Do I need all three? I understand them individually, im having trouble seeing why I would use all 3.

You don't need to use a div in the menu unless you really want to wrap it. Use
as the container then you need
to contain you
items. Hope that helps :)

Ok, cool. Maybe that'll help with the centering horizontal nav links problem. lol. But that does help.
