You shouldn't have to, no. But what form of web programming? HTML and CSS are very different from programming languages such as Python, Java, or C#. If you have no experience programming in an actual programming language, then you might want to take the C# course, but if you've done say Python, or Java, or any other language, then you should be ok. Try it, if the programming seems too complex, take the C# course and then go back.
