Does anyone know if paid search results are Pay Per UNIQUE Click, or if they just blindly count any click? It seems to me you could easily exhaust the time a paid ad appears by just multiply clicking on it.

The majority of PPC's will be charged per click, not per unique click.
However, with something like Google AdWords, you can configure daily spending budgets and targets as to not "waste" money on PPC.
Ideally, PPC should be used to instantly generate traffic from searches, used and implemented with good S.E.O practices. When done correctly, you can effectively lower your PPC budget periodically as you manage your organic S.E.O
