There is a line towards the top of that post that reads "These updates are primarily aimed at maintainers of third-party libraries. If youβre learning, teaching, or using React to build user-facing applications, you can safely ignore this post."
That said, we are planning to revamp much of the React content later this year but in the meantime, it should all still be viable and relevant so I would totally encourage you to work through the current content.
