prepare Statement is triggering SQL error

For some reason I cant add a string parameter to this area as both :test and ? prepared statement parameters are not behaving as expected.

index.php
<?php
function get_people($showall = false) {
    include 'connection.php';

    $res =  $db->prepare("select * from people :test order by last_name desc");
    if($showall){
            $resd = $res->execute(array(':test' => 'Where treehouse = 1'));
    }
    else{
            $resd = $res->execute(array(':test' => 'Where treehouse = 1'));
    }
