Just inside the Body, you have:

What it's asking you to do is, wrap all of this code with an HTML 5 element that is used for the top of the HTML page to use for headings or navigation bars, etc.

So you would add the opening tag before the <ul> tag, and the closing tag below the </p> tag, and then indent everything inside.
