h1 {
  color:purple;
}

in css it would be:

h1 {
      color: purple;
}

That is the correct way to do it. But if you only want to do it in plain html do it like this:

<h1 style="color: purple;"> Welcome to my Web Page!</h1>

It's pretty much the same only that you have css in a document or in the tag.

Good luck : )

There is a stylesheet in this challenge so he would not want to do inline like the way you mentioned above, also it's not good practice to use css inline. Should keep css away from your html and javascript away aswell into separate files. :)
