<label for="color">Shirt Color:</label>
<select id="color" name="shirt_color">
    <option value="red">Red</option>
    <option value="yellow">Yellow</option>
    <option value="purple">Purple</option>
    <option value="blue">Blue</option>
    <option value="green">Green</option>
    <option value="orange">Orange</option>
  </select>

The label element need to be outside the select

The code is overridden when used in the order you have it in. By moving the label above the select element it will understand the rule you are applying.
