My href attribute of the second <a> element is set to 'pies.html', but it's telling me it's not? What am I doing wrong?

Can someone tell me what I am doing wrong here?

index.html
<!DOCTYPE html>
<html>
  <head>
    <title>Lists and Links</title>
  </head>
  <body>
  <ul>
  <a href="cakes.html"><li>Cakes</li></a>
 <a href="pies.html"><li>Pies</li></a>
   <a href="candy.html"><li>Candy</li></a>
  </ul>
  </body>
</html>

The "href" is good, but the "a" elements are currently on the outside of the "li" elements (sort of "inside-out").

The "a" elements should be contained inside the "li" elements.

A good rule to remember is that a "ul" (or "ol") can only have "li" elements as direct children.
