i can't seem to figure out what is wrong with my heading level 3 element. can anyone help?

You're very close! Maybe this will help.
Take a look at the "</P." It's not properly closing that paragraph under the Level 2 Heading. Once that closing tag has been corrected, the Level 3 Heading will find its proper spot on the next line.
