Sketch will get you the most "bang for your buck." I'm not aware of any free alternatives that come close in terms of feature parity.
Update
I suppose there's also Balsamiq. I've never personally used it but it seems like it would work great for low fidelity mockups, i.e. wireframes, flowcharts etc. There's also a Treehouse perk —in the form of an extended free-trial —for Balsamiq.
