Let items dont need to be inside function?

I've removed -- let items = ''; --

from inside function and put it outside function and still works. Why is that? Function can access outside scope so if so, I dont need to put let items = ''; - inside function anymore correct?

As you discovered, it still works wherever it gets defined. But the advantage of defining it inside the function is to limit its scope to just that function. There's no need for it to occupy permanent space in global scope.
