I've tried to put in different elements but it's not working. is it one big element that the question is asking for?

The directions on this challenge are so vague but after doing some digging around I found that instead of using the nav tag use the header tag kinda strange the video before this exercise explains when nav tags should be used but the excercise wants a header tag

Maybe it is the indentation ? try this
