initializing a state in the App component

so why didn't we do the same process with "Counter"? the Counter is represented in Player.

As I understood it, the counter uses state to keep the score of each individual player, so it needs a local state for each of the player components. It wouldn't make sense to store the individual player scores in the global app state.
