I don't understand why it will not let me move on...

Im not sure why it is telling me to recheck my work I am placing <a href="pies.html"> and it still won't let me continue.

The children of a list (such as a ul) should all be list items (li). So instead of putting the list items inside the links, try putting the links inside the list items.
