I do not understand what is requested from this step.

Could you please rephrase this question? (Give some more hints what is needed to be done)

app.js
const contentDiv = document.getElementById("content");
let newParagraph = document.createElement('p');
index.html
<!DOCTYPE html>
<html>
    <head>
        <title>DOM Manipulation</title>
    </head>
    <link rel="stylesheet" href="style.css" />
    <body>
        <div id="content">

        </div>
        <script src="app.js"></script>
    </body>
</html>

Assuming you are strugling with the second task:

element.className = 'class-name'

just replace element and class-name with correct values
