This should do it:

<!DOCTYPE html>
<html>
<head>
<title>Hello World!</title>
</head>

<body>
<p>You were mistaken on HTML doctype declaration.</p>
</body>

</html>

I don't took the HTML course yet. However my HTML experience says, that you should define what kind of doc*type* your document is.

So, you should write <!doctype HTML>
