Place the ul, h1 and p elements at the top of the page inside an element that represents a group of introductory content.
I have placed those elements inside of the <head> </head> but its still incorrect.

+The <head>
tag is always placed ABOVE the opening <body>
tag.
+The <head>
tag accepts Metadata => None of its contents are displayed in the browser (although the <title>
tag will display the title of the webpage on the browser tab).
+It is best practice (maybe just good practice^^) to place the Global Navigation for a website within a <nav>
tag of which would be appropriately contained in a<header>
tag.
+ALL content that you want to display in the browser MUST be placed between the opening and closing <body>...</body>
tags.

It's confusing - there are two html tags with almost the same name: head, and header!
The <head></head> section (which you used above) is for data like the title (what appears on the tab), links to stylesheets, and metadata. Nothing in this section will display on the actual web page.
The <header></header>, which is within the <body></body> tags, is probably what you want. Try moving your ul, h1, and p elements out of <head> back into the body, and put it inside (new) <header></header> tags.
