href and rel clarification questions ..

Alright I am trying to understand the concept of href and rel .. So in this post I'll put my guess for what I think they are .. If I am not correct please help me out .. Thanks

href - Used to import different fonts into html. **** QUESTION: Do href always used links from external pages (Ex.. Google fonts website) or can you link it to directory files that are already stored on your laptop?

rel - Used to specify what the link in the href is .. as well as to show css where this link is located.
