That's an "arrow function expression" which creates an anonymous function. Other than some subtle functional differences that probably don't apply here, it would be essentially equivalent to:

(function (item) {return item.id == newQuote.id;});

This is part of the newer language syntax covered in the Getting Started With ES2015 and Introducing ES2015 courses.
