Make the text inside each list item a link. The first item should link to cakes.html, the second to pies.html and the third to candy.html.

You've got the right bits, but out of place. The "a" tags need to go inside the list items (li) and enclose the names. Then the URL's you are linking to will be href property values inside the starting "a" tag.

I don't give code spoilers myself, but since Adam left you one you might peek if you still have trouble.
