How to make a video Fluid

So when i change the size on the navigator the video of treehouse mantain a fluid state, try yourself go inside any video and make the window screen small and the video mantain the aspect ratio and size, I have a project which needs of that effect but in a bacgkround sounless video, how do I achive video fluidity without losing aspect ratio.
