How to layer SVGs over a map in illustrator and keep the SVGs in SVG format to control with CSS in a webpage

Hello, I am working on a project and need to create an interactive map. I have a map and can create SVGs in Illustrator to layer on top of it as points, but I can not get the map with the SVG point overlay to save in a format so that when I add it to my webpage, the SVG points are still in SVG format. I want them to remain as SVGs so I can control them with CSS and JavaScript.

If anyone knows how to do this, could you please let me know how. Thank you.
