In this video, you advised that ‘Top VR Resources’ doesn’t need the H2 element. How do you make that judgement, as I would have assumed it would be just as important as ‘Latest VR Articles?

the ‘Top VR Resources’ is a SUB HEADING of the "Latest VR Articles" h2 heading (that's how Guil states he wants it to be here). So it should be lower in significance, therefore h3 is the choice that best fits here.
But you could give it same significance and also use h2 if you wanted it to be as important. It really depends on what you want to be more important - are the Resources as important as the articles or are they lower in importance (=subheading) - this determines your heading choice...
