How do we order the css files when we need them loaded in a particular order?

You have the foundations.css and then normalize.css. Is that how they are ordered in the code?

What if I need normalize.css first? Do I just switch them?

But them if I'm doing a child theme (I know I'm ahead of the game here), how do I order my custom.css (not the style.css of the child theme)?
