h1 {
color: blue;
}
or you could use inline
<h1 style="color: blue;">Welcome to My Web Page!</h1>

Also you can assign a class to h1 if you going to use it more than once on the same or different page.

Than in CSS file you have to add:
.h1blue {
color: blue;
}
