The question is fine, and actually reads "Below the <h1> element, create a select element with the ID of "color" and the name "shirt_color". Don't add any options yet."
So what you need to add below the <h1> is:
<select id="color" name="shirt_color">
</select>
Your options will then go inside, however you've been told not to add options yet.

You need to create a label element that has a "for" attribute that matches the "id" of the "select" element.
