I do not understand why, after running, it says that "local" is in the wrong time zone. I don't see how that's possible.

local = starter.astimezone(pytz.timezone("US/Pacific"))

231,236 PointsThe "astimezone" function is good for changing an already localized time from one zone to another. But here the "starter" time is naive and needs to be localized:
local = pytz.timezone("US/Pacific").localize(starter)
