everytime I try to create an environment with the provided .yml file, I am told that the resource does not exist.

I ran into the same issue on Windows 10 as well. The enviroment.yml includes checksums for specific versions of the packages which are probably the OSX versions. Removing the checksums in a text editor fixes some but not all the errors, because not all packages have versions for every OS.

I've found the project will run just fine under the "base" environment which includes scikit-learn.

You can also create a new Python environment in Anaconda Navigator then install scikit-learn to it. It will take care of all the dependencies for you and provide a paired down environment to run the examples.
