Does an unordered list nested in the <nav> tag always have to be anchored?

ie: <ul> <li><a href="#">Blah Blah</a></li> </ul> OR <ul> <li>Blah Blah</li> </ul>

No, text inside a <nav> tag does not always have to be anchored. For example, the following code is perfectly fine:

<ul>
     <li>Blah Blah</li> 
</ul>

Here is more info about anchor tags for your reference.

While not all of your text needs to have links please take note on what the aria role of the nav tag is for…

“The navigation landmark role is used to identify major groups of links used for navigating through a website or page content.”

If you are not putting any anchor tags inside your nav then it is semantically the wrong tag choice. ;-)
