Do web devs mainly use media queries to make websites responsive to different devices and screen size?

I know there are different technologies like bootstrap that may aid in making a website more responsive to other devices. But it seems like using media query is a powerful way to do so, which leads to my question above.

Yes media queries are used by web devs as one of the main ways to create responsive layouts.

Bootstrap also uses media queries, but simplifies this process for you as everything is pre-configured in the framework so you can jump into creating layouts right away. You can see the defined breakpoints in the docs:
