231,269 PointsI recall answering another question about this 4 years ago. Odd that nothing was ever added to the Teacher's Notes.
Without the declaration, JavaScript implicitly creates a global variable. While this is not generally considered good programming practice, it is allowed in the language (as long as you are not using "strict" mode).
