DarkSkyError as a new file?

Is it necessary and why to make a new file for just that one enum? Can we just put it above class JSONDownloader?

You can put it basically everywhere in Swift, it just makes sense sometimes to put it into a different file in order to keep everything more organzized and readable. It's also good practice in most cases due to the Single responsibility principle.

These lessons are also about best practice and the best practice for types in Swift as I understand it is to make one per file. Also by creating it in its own file, outside of any class you make it global.
