You look to be missing the closing select
tag:
</select>
You'll need to add the button in before the closing form
tag so the final code should look something like this:
<!DOCTYPE html>
<html>
<head>
<meta charset="utf-8">
<title>HTML Forms</title>
</head>
<body>
<form action="index.html" method="post">
<h1>Shirt Order Form</h1>
<label for="color">Shirt Color:</label>
<select id="color" name="shirt_color">
<option value="red">Red</option>
<option value="yellow">Yellow</option>
<option value="purple">Purple</option>
<option value="blue">Blue</option>
<option value="green">Green</option>
<option value="orange">Orange</option>
</select>
<button type="submit">Place Order</button>
</form>
</body>
</html>
Hope that helps :)

<input type="submit" value="Place Order">
