The 'toUpperCase' or 'toLowerCase' needs to be done on the answer, not the comparitor. Try this:
var answer = prompt('What programming language is the name of a gem?');
if (answer.toLowerCase() === 'ruby') {
document.write("<p>That is right!</p>");
} else {
document.write("<p>Sorry, that's wrong</p>");
}

if (answer.toUpperCase() === 'RUBY') { }
