Can anyone explain why my only option is Xcode is "new file" and not "new page?"

I've been instructed to open a new page but my only option is to open a new file.

I solved the problem when I hovered and clicked on the control flow page in the files and "pages" window on the left. I should've watched the video more closely. I would've seen the teacher do the same. Thanks for responding!
